on new year's day. >> now it's husband, wife, husband, husband or whatever they refer to. but, yeah, a lot of people are looking in business. you find one guy shutting down -- i find that interesting, he would shut down the business because he doesn't want them to lease or rent his trollies, but the law is the law. i guess he has a right if he doesn't want to run it, he certainly can't refuse a gay marriage couple, because he probably has a state license to operate. so he would be violating the law. >> you know, you are going to find opposition in these early stages because people are still trying to bite into this thing, but the fact is that like joe is saying, this is the law. churches that tonight take money from the feds or the state they can get around the issue, but
6:17 am
there are a lot of people in opposition, but you have to follow the law. >> there are a lot of businesses that will be booming as a result of the new law. >> yeah, other states, where it happened in massachusetts, they discovered up on the cape and places like that, vacation areas, extraordinary booms because of the celebrating, and we have not focused on it much, but as an economic boom there are certain segments of the economy and community, it could give it a stronger foot pregnant that. >> gambling, you could gamble 24/7 in perryville, and only ron dull. so head into the new year, how much optimism is there about the new gambling revenue stream as
6:18 am
gaming expands in the states? >> when we discussed this before on "reporters' notebook," i use the word convenience, because if i live in the district of columbia or maryland, if there's a gambling casino at national harbor, i will go to the closest one, and especially like we were saying earlier, you will go to the newest operation because that has all of the attractive lights for the time being. i think the revenue will increase over the period of time as statistics have shown, although there are some stats that still say there could be a drag on the budgets as well as the promises that were made about more revenue. >> there are questions about the novelty once the newness wears off, once there is a new place, everybody goes there. it's a novel tea thing, and the novelty of the old new place
6:19 am
wears off, and the question is how many people really overall are gambling. are there more people gambling and producing revenues or are the same people going to the newer venues, and are they expanding the pot. the move has been based on new revenues, and more money, and we are going to pay for more services and will they be able to do it. >> and you have saturation and recession. if you have saturation, then you have a gathering of casinos, and there will be so much room and so many gamblers, so there is the saturation. and like always, in any entertainment industry, recession, recession, the nature of the economy depends on the success of people having extra money to gamble with, and what happens is the poorest tend to be the ones who try to gamble.
6:20 am
>> that was the big opposition. >> saturation is going to be a major problem. >> right. transportation has been a big issue and is going to be a big issue in the coming year. prince georges and montgomery county leaders are pushing for transportation money. they want the purple line that would link the counties, and prince georges needs money for roads around national harbor, and montgomery wants money for the link between the biotech quarter and the new metro rail system, but there is a catch here. leaders in both counties say they want these products and they are willing to support an increase in the gas tax. >> i know why you were hesitating, because who wants taxes? here we go. but gasoline prices are now going down, if you noticed. if they keep going down when
6:21 am
this request is made, then chances are you can get the increase in gasoline taxes, and other than that i don't now you will pay for the mass transit, the purple line and other mass transi transits. >> well, the gas prices are going to bottom out and then go back up. and it's like so many things we talk about here, you want to do something and there's limited resources, and the revenue tax, that might help, and from my reporting and talking to people, maryland is a state where some leaders are saying i am willing to raise taxes if the tax money will go to some particular project. >> has the climate improved that much in the last year? the governor proposed a tax
6:22 am
increase last year and it went nowhere? >> well, the climate -- i don't know about the last year improving, but as you look forward into 2013, pat, the census shows there are more people coming to this region, aspecially northern virginia where this area is growing a lot, and maryland along the corridor 270. and this is going to put big pressure on the leaders to do something about transportation because that's the gridlock of the region. >> we've got to take a break.

6:24 am
the increases will be phased in over the next couple years, and there are many residents that are very unhappy with this, and some complain drivers will bypass the toll road and jump on other roads all around it. >> that's a problem with tolls. i think that has happened on the inner county corrector and now it's happened with this particular passageway. what do you do? lower the prices and bring in less revenue and you can't pay for all the things you want to pay for with this thing, or find other ways to get people, to encourage them to use it, or do you wait for them to finally use it and make it up. it's a dilemma. >> some counties, some people in virginia, for instance, wanted to pull out of the whole thing because they felt that they would be paying extra to support the silver line. but the higher tolls is the thing that people are very concerned about. you talk about gas prices going down and now we are talking
6:25 am
about toll prices going up. the prediction is they will continuously go up. >> that's true. but businesses are benefiting from these improvements. that corridor, that dulles corridor, i wish the district of columbia had all of the high-tech businesses that they have along those areas. i think the only thing -- another victory out that way was this off-ramp, and in fairfax, i believe, into a green space, and one supervisor out there was very, very fortunate to get the votes because that would have destroyed one of the last remaining green spaces, so people are working at it, but jerry, what concerns me is that, you know, this is improvement and maybe businesses and business owners and companies, maybe they should raise peoples' salaries to offset the toll

getting people back and forth and that's important, and it's disruption, so how do you deal with that. >> this is a holiday, remember? you are not going to have as many cars on the streets, and it's just dumb. it's really dumb. people will be coming to the inauguration. you are right, they may not know where they are going to go. walking three miles. some folks come ready to go not only to the inauguration but they also go to the ball. >> that's right. >> and it's unfair and no way to treat visitors to a very important event. >> we are supposed to be the city of tourists. >> the security tightened up, believe it or not. those of us that will be covering it out in the stands we cannot get into the capital without having more security, and that shows you hpowehow wor they are about things.

good morning, everybody. welcome to "news4 today." i am angie goff. >> i am richard jordan. we are feeling temperatures in the 30s, but it's colder than that, it feels colder than that. >> and yeah, the viewers wrote in and said the flag flapping in the wind took them off guard, too. >> yeah, we know what it is. it's the winds of 25 miles per hour whipping the flags around and that's what is making it feel like the teens and the 20s outside. yeah, technically, it's 38.
7:01 am
but there are wind gusts of 28 miles per hour. feeling like the teens and the 20s all across the board. dress for the 20s and you will be good to go. at least we get the sunshine back today. no rain or snow or mix, none of that stuff, just the biting windchill. dress warmly for the skins' game at 8:00, and it will feel like 25 at fedex field at the start of the game. >> hopefully they will have a lot of drinking going on and warm them up, right? >> the top stories, and police arrested a man after the murder of stringfellow. stringfellow graduated in prince william county. a candlelight vigil is planned for today. time is running out for lawmakers to come to a deal to avoid a so-called fiscal cliff. in less than 48 hours taxes will go up for a majority of americans if both sides do not

7:03 am
all. >> happy new year. >> i want to take a big picture look back at 2012, and go around and ask each of you what 2012 would be remembered for? >> my background is in politics, so i would have to go with the presidential election, barack obama being re-elected not withstanding some significant economic concerns going into the beginning of 2012, or a year ago at the end of 2011, it was clear the president would have an uphill battle. and three things struck me as interesting. super packs, the billions raised to reshape voter thinking, and particularly senate and house races, you saw a real impact -- >> in our region. >> absolutely in our region. and that was the first thing that struck me, and the second was turnout. i was among those that believed
7:04 am
the president would get 95 or 96% of the african-american vote, and it turned out to be the same. and the same with young voters. and nobody expected the turnout to be the same with young voters. so turnout was a big point in that regard. and lastly, the romney campaign, which was supposed to revolutionize the way politics were done, and the enormous amount of money he was able to raise and he was running for president for all intents and purposes for five years, and on election night it was one tremendous letdown for the governor and all of his supporters, so for me the election was the big highlight of 2012. i am not sure we will see anything like it anytime soon. >> danny, we'll turn to you. >> i will say what struck me this year was there were so many incredible examples where we
7:05 am
were grabbed by the ears as a public and shook, and there were times that we need to come together and put politics aside and find ways to come together as a people to find solutions, so whether it was the shooting in connecticut where we lost 20 of our most precious innocent angels or the election itself where it hinged on independents and moderates at the end of the day, or the economy with the fiscal cliff issue, and it needs to be a fast middle to come together and find solutions. i think 2012 was that year where there were so many examples where we as a people have to put things aside and come together and find solutions. there will be plenty of time to deal with divisive issues later on once we get the big stuff taken care of. and immigration is another thing we need to come together on. and we need to find ways to come together on the big vexing
7:06 am
issues. >> and truly a year of challenges it was. and coming together, you are right. maria? >> well, let me bring it down a little bit and let me say for us, and i am in health care, so i have to say the president took some big shots at health care reform, and while it's cumbersome and we are having issues in trying to implement it, down at the level where we are working with individuals, people who really need primary care, i think that everything else can be resolved, but it's really getting health care to the people that really need it. and i think to takeaway everything, the number of immigrants and latinos that showed up for the obama win, there was no health care reform taking place, and the trust, you know, and -- i guess the love, really, and so much the latinos and immigrants have for the president, and the confidence
7:07 am
that he will this coming term. >> let's talk about how confident are we in 2013 that we might see substantive immigration reform? >> i personally think that we're at that brink. the election showed that people really do want to do something about this. i think that the community, though, as a community, we need to really be out there, and we need to be talking to people, and we need to be on the streets demonstrating that this is an important issue, not for the latinos but for the fabric of america. >> and the economy, and it has been building for months now the talk of the fiscal cliff. how optimistic are you about the economy and the business climate out there? how patient do we need to be in the recovery? >> i think as we all know there are lots of corporations in the country that are flushed with
7:08 am
cash, and they are hoarding it and not investing in folks and innovation, and they are concerned about where we stand from a regular hrau tolaw tore perspective. i would hope that the white house, the senate, the congress would be able to come together, republicans and democrats to layout a more strategic vision for the future. and we need to simplify the tax code and make it fairer. we need to make sure that government spending is brought under control, and not in a corrosive way or an abusive way, but in a way that makes sense we we can demonstrate so we are serious about controlling our deficit. we have a trillion dollars worth of deficit over year, and we need to sustain that. we know the wealthy will have to pay more and the poor will have
7:09 am
to have fewer benefits and the middle class will have to deal with fewer programs and the middle class will have to give away subsidies in exchange for a lower tax rate, but swrae to move forward and create more jobs and grow the economy because the only way to head the recovery. >> i want to pick up on the word certainty, and i have a feeling uncertainty may be the new normal. our business leaders are going to have to figure out a way to make money in a less certain environment. that's going to be difficult for those who have traditionally had -- known what they were dealing with, but i am not certain going forward that's going to be the way we will see our government operate. here we are just a few days before we go through the cliff, and there's no evidence we're anywhere near a deal. i just think that once we get passed the doomsday date of
7:10 am
january 1st, we will see that the sun will still come up and we will figure out how to operate within the new normal. >> the takeaway in the past year has been the new normal. on so many different levels. we will get to that when we look ahead to 2013 after this break on
7:11 am
7:12 am
welcome back to "viewpoint" again. some big landmark changes, votes coming in in the state of maryland, and we have expanding gaming and same-sex marriage and the dream act which is getting national attention. do you see this as a trend that the rest of the country will follow? >> i think they will. i think again we as a community need to be out there making sure we educate people and we let people know, for instance,
7:13 am
there's a famous neuro surgeon who was an immigrant, who was undocumented. now he is performing miracles in the maryland, you know. this is just one example of somebody who, you know, was given a chance to do something and be part of this america, what we call america. and america is an opportunity for most of us. i am a product of that. i was given an opportunity to come here as a teenager from columbia, and 26,000 people later, you know, we are here for america. for everybody. >> we are truly seeing huge demographic shifts. michael you point out at the top of the election, and in our region, it's not just around the country but specifically in parts of maryland and virginia and d.c., too, the power at the polls? >> power is the key word. it's all, of course, driven by a
7:14 am
demographic change is that the traditional black and white paradigm is going away, and that power is only sort of manifest when people actually exercise it. if we go back to pre2008 electoral turnout numbers, then that new demographic power will be sitting on the side of the road waiting to be idealized. but if people become more educated and engaged and understand from at least a political perspective what goes on in politics results in policy that impacts people, then i think you will see some greater involvement not just as voters, but also as candidates. it's the wider range of people you have in an organization, and the more viewpoints you bring in, and hopefully that will result in better policy. >> every four years it seems we have an inauguration it seems,
7:15 am
and every four years we talk about is there a mandate, will there be a honeymoon? do these times allow for a honeymoon? >> i don't see a honeymoon at all, frankly. i think the president will be able to come into office and try to dictate that he has a mandate and he has a honeymoon period and he won't have it, and we have a republican controlled congress where speaker boehner is having issues controlling the party, and we lost the presidency in 2012 as a result of the democratic shift that is taking place in the country. the latino vote, when mccain won 27% and romney won 37% after president bush won 44% of the latino vote. we can't continue to say the demographic shift of the country doesn't have an impact on the national elections, because it does.
7:16 am
hispanics have 50,000 latino kids that are turning 18 every single month. the impact will be greater in years to come. and the same time the republicans can tell the president, no, you still have to wur with us, and at the same time the republicans have a need of an electoral mandate to find solutions to things like immigration and other things. >> do you see any hope for moderation? you bring up the tea party. we saw the occupy movement kind of fizzle and it had its day. will there be a coming together towards the middle, if you will, in this next year? >> no, in a word. in part because, as i mentioned earlier, you know, much of our political thinking as individuals is now shaped by
7:17 am
political ads. and those political ads are not necessarily saying we need to pay more attention to both sides of the issue and try to find space in between to settle our differences. it's they're bad and we're great and we need to make sure there are fewer of them to stop what we are doing. i am not optimistic in that regard. and president obama tried that in 2009, and in 2010, and it didn't meet with much success. i think many of his tactics with regard to the fiscal cliff negotiations reflect a new understanding of how he is going to try and conduct his own business going forward. i am not optimistic, and hopefully we can get closer to that point, but look at where we are right now and we still don't have it. >> we have a lot more to get to after the break, so stick around on
7:18 am
7:19 am
hi, i am angie goff. here are some of the stories we are following this morning. it's do or die for the redskins as they face the cowboys tonight at home at fedex game. a win means a spot in the playoffs, and a loss means they will have to claw their way there. kickoff is at 8:20 here on nbc 4. metro will be open an extra hour because of the redskins game. meantime, track work is at a minimum this weekend. and tonight red line lanes will single track. and the emancipation praubg law indication goes on display. we will have more news later,
7:20 am
but for now back to "viewpoint." >> i want to talk if we can about nonprofits, mary's center, who deal with family and kids every day on the health care and jobless and homeless front. what kind of times are these for nonprofits like yours? >> unfortunately we are seeing more and more people in need, and the cities begin to need, and more people are being pushed out of their homes, and we call people living three and four in a one-bedroom apartment really homeless. i think one of the issues is the school systems. the school systems are still having a very hard time keeping our children well educated. i think that that is -- you know, gang members and kids that still have no hope, that's an
7:21 am
issue that we are still struggling with, and we work in maryland and d.c., and both of those districts. and the hope is that children will have a different life, right? what parents are never home because they are working two and three jobs. most parents are out of the house literally 12 to 16 hours a day. >> and then we have people that don't have jobs at all. unemployment a huge issue for 2012. do you see that improving? how slow is the recovery? washington, as a region, is pretty resilient in tough times because we have the federal government tourism, and there are big numbers of americans unemployed. >> the jobs of tomorrow are not
7:22 am
matching the skills that people have today. and that is part of the sort of generational shift as america went from gray into a industrial society. people got lost in the shuffle, and we are saying the same things here. and this is particularly problematic what is likely to happen at the national level with the tax changes. we are talking about doing away or reducing mortgage deductions. if that happens then we will see less money pouring into nonprofits like mary's center, and so i am concerned about how people who are at, near or around the bottom, if you will, could actually be frozen in place for another generation or so because of this job mismatch. >> there are fewer people with dissupposable income not able to give to nonprofits, and whether
7:23 am
it's individuals or corporations, and i think it's at the end of the day where the larger and more established nonprofits like mary's center, and like unity health care, for example, that have been serving the public for a long time, when there are fewer dollars to give it's those organizations that will give more of those fewer dollars as opposed to the smaller nonprofits, and i think we are seeing the smaller nonprofits going by the wayside. we will not be able to address some of the need until we have a growing economy and jobs being created, and we need to make sure our workforce is prepared with the right skills and education to be able to meet the new needs.
7:24 am
>> and the colleges in area, too, george mason, and we have prince georges county college, and nova. >> there is no question about that. as we see national pressure, states are also contributing less money than previously. my university is one that has seen contribution cuts over the past few years. you are seeing people have to do more with less. on the surface that sounds good, every organization should be as lean and efficient as possible, but the reality is you need dollars to do things, and if you don't have the dollars it will be much more difficult to do that which you intent to do. >> we have to take another break, and we will pick back up with you, maria, when we come back, and we will talk virginia
7:25 am
7:26 am
7:27 am
welcome back. looking ahead to 2013, maria, we are talking about striking a balance in the tough economic climate. >> i want the politicians to be aware that the families we serve are living literally paycheck to paycheck and sometimes borrowing paycheck to paycheck. and so you know, to really balance medicaid and to balance food stamps and to balance public housing, we need to be very careful we don't balance the budget on the back of our community, because that is only going to separate -- you know, kids are not going to learn. kids are going to be out on the streets hanging out and committing more crimes. you know, we talk about the economy not having the right people trained for the right jobs? well, it all starts how we take
7:28 am
care of our most vulnerable families. >> and it affects every facet of the community, too. >> the rich and the poor because we will all be afraid to get out of our own home. let's talk about politics, and in particular d.c. we will start with. investigations, a bit of a lull now, but they are going to continue into the new year. we have had two council members prosecuted in the financial scandal, impwez annualment charges. >> there are always investigations of one sort or another. you used the word "lull," and i was thinking as we got towards the end of the summer, if there's something happening we will hear about it after labor day and here we are at the end of the year and we don't know anything in regard with the mayor's investigation. and let's do something quickly or move on, because you had
7:29 am
enough time. if there is something there, seems to me we would know it by now. the investigation climate casts a cloud over the city's reputation. there are great things going on in the city right now but people sometimes only think about the investigations. >> virginia politics. a big governor's race, and where do you think this is going to leave virginia in terms of a red, blue or purple state? >> you have the two heavyweight titans. we have a conservative republican, and then one tight with the clip kupbz. there will be a lot of advertising. those of us in virginia will see every other commercial be a political ad, and i think we will see an interesting race there. the lieutenant governor's race
7:30 am
will be interesting as well. taking on the democratic choice, and it's a intelligent man against a field of republicans in a primary. we will have a very, interesting, i thicken fortunately, two ideological races. >> we are all out of time. but i have to leave this footnote. two rising stars, a maryland governor and a virginia governor with big political ambitions and they have been out and about all over this country. so it will be interesting to see what 2013 holds for them, too. >> and 2016. >> yeah, even more important. they are thinking big. you are right. >> thank you so much for coming in and sharing your viewpoints and predictions, too. now back to "news4 today." enjoy the rest of your weekend and the last remaining hours of 2012.
7:31 am
the redskins, and the cowboys and the division title all comes down today. a live look from the national harbor looking towards the potomac river where we are watching the sun rise at this hour. what to expect today and the all-important new year's eve night plans. good morning, everybody. welcome to "news4 today." >> we are less than two days away from the looming fiscal cliff. this morning we are looking ahead to a possible vote on capitol hill to prevent that. >> and also this morning, your forecast. and it's going to be a chilly one. >> it is, angie. this is a put down your toothbrush moment and look at the gorgeous sky cover we have
7:32 am

redskins still could make the playoffs but it wouldn't be as easy. the host of the show are weighing their options. >> if you are dallas you want to come out and you know rg3, his leg is not 100%. come out and put pressure on him. >> and washington is playing hot right now and dallas is up and down, but i look for dallas to get the ball up there early and put points on the board. >> and even though this is burgundy and gold territory there are still cowboy sympathizers. half of one family, the cowboy fans and the others cheer for the skins. >> if you are headed to fedex field there are changes because of the changed start time. the parking lot opens at 3:30 this afternoon and can you getted to stadium starting at 5:30. and metro will run a little longer to accommodate the late start. trains will run from the morgan

get off your butt, and give us, how about a budget? >> many supporting stricter guns laws on friday, but the snow hindered efforts yesterday. >> and two days from going over the so-called fiscal cliff in less than 48 hours. both the house and senate will be in session this sunday, and we could see a vote as early as today. nbc's brian moore has the story. >> as senate leaders were behind closed doors mapping out an escape from the fiscal cliff. >> the economy is growing, but keeping it that way means that the folks you sent to washington have to do their jobs. >> if the nation goes over the fiscal cliff, each side says the other is to blame.
7:36 am
>> we can still avoid going over the fiscal if the president and the democratic controlled senate with work with republicans to solve the problem and solve it now. >> all over the country right now uncertainty is in the air. >> it's not a matter of am i going to pay my light bill or not but a matter of if it's going to deplete by savings. >> it could cause us to have a drop off in sales. >> we are engaged in discussions, the majority leader and myself and the white house in the hopes that we can come forward as early as sunday and have a recommendation. >> whatever we come up with is going to be imperfect. some people are not going to like it, and some people will like it less, but that's where we are. >> majority leader harry reid says they are confident they can
